Consultant at PIR Center, a member of the Deep Cuts Commission and expert at Valdai Club International. He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Mr. Baklitskiy was a Visiting Research Fellow at the Center for Strategic and International Studies (CSIS) in 2019-2020. Lieutenant-General (Retired), Ph.D. Military Sciences. In the Armed Services since 1968. Graduated from the Military Institute of Foreign Languages, M.V. Frunze Military academy. 1976-1992 – served in different positions in the General Staff of the USSR and Russian Federation. From 1992 to 2002 – served in positions of: Senior Officer, Deputy Head of Direction, Head of Direction, Deputy Head of Department, Head of the International Treaties Department of  the Russian Ministry of Defense. Promoted to the rank of Major-General in 2000, to the rank of Lt.-General – in 2003. Retired from active duty in 2009. In 2009-2017 - PIR Center Consultant, then Senior vice-president. PIR Center's Chairman of the Executive Board since 2014. From 2016 – Associate professor and Head of Center for Applied Political-Military Research of School of World Politics, M.V.Lomonosov Moscow State University.  Deputy CEO of "Vega Radio Engineering Corporation" from  2009 to 2018. Biography :

Professor. Major General (Ret.), Doctor of Technical Sciences, a top military expert, General Dvorkin was one of the main authors of the Russian Strategic Nuclear Forces and Strategic Missile Forces policy documents. He participated as an expert in the preparation of the SALT II, INF, START I, and START II treaties for many years, and made a noticeable contribution to the formation of the Soviet and Russian position at the negotiations on the limitation and reduction of strategic weapons. He participated in the testing of the first Soviet nuclear-powered ballistic missile submarines and the first submerged launches of ballistic missiles. He is an active member of the Russian Academy of Missile and Artillery Sciences, the Academy of Military Sciences, the Russian Engineering Academy, the International Engineering Academy, and the Academy of Cosmonautics. He is the author of more than 350 academic papers and numerous articles. His academic interests include missile dismantlement issues, combating terrorism, and nuclear safety and security. PIR Center Advisory Board member since 2003.

Since 2003 he has taught at MGIMO (currently assistant professor of international political processes of MGIMO). Since 2007, publishes "The Great Game: politics, business, security in Central Asia" journal. Author of more than 40 scientific and methodical works in Russian and more than 20 scientific papers in foreign languages, published in Russia, USA, Germany, Great Britain, Italy, Norway and Sweden on the Russian-American and Russian-Chinese relations, nuclear policy, nuclear disarmament, non-proliferation of weapons of mass destruction, European security, Central Asia, Afghanistan, private military companies, and energy.
