PhD in History, Professor, Corresponding Member of the Russian Academy of Sciences. In 1968, he graduated from the Faculty of History and Philology of the Institute of Asian and African countries of Moscow State University (later Institute of Oriental Languages), where he specialized in the study of the history of Arab countries and the Arabic language. In 1966-1967, he had an interned at Cairo University and  American University in Cairo (Egypt). In 1968-1970 he served as an officer in the Soviet Army, taught at the Military Institute of Foreign Languages of the Defense Ministry. Since 1972, he began teaching medieval history of the Arab world, Islamic studies and modern political development of the Arab countries in the IAAC MSU. In 1972-1977, worked at the Graduate School of Social Sciences in the People's Democratic Republic of Yemen. Twenty years of his career devoted to the Institute of Oriental Studies under the Russian Academy of Sciences, where he was the Head of Department of the Arab Countries, then served as Deputy Director of the Institute, and throughout 1994-2009 – Head of the Center for Arab Studies. He is also President of a non-profit NGO “Center for Strategic and Political Studies,” Editor-in-chief of the “Vostok/ORIENS” journal, member of the advisory Scientific Council under the Security Council of Russia. He leads the Department of Regional Studies at the Faculty of World Politics at Moscow State University. Biography :

Ambassador Extraordinary and Plenipotentiary of the USSR and Russia (retired), is a well-known diplomat with many years of expertise on disarmament issues. Between 1956 and 1992, he worked at the system of Ministry of Foreign Affairs of the USSR / Russia, throughout roughly two decades – on issues of disarmament and nuclear nonproliferation. Yuri Nazarkin contributed actively to drafting the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Biological and Toxin Weapons Convention (BTWC), the Treaty on the Prohibition of the Emplacement of Nuclear Weapons and other Weapons of Mass Destruction on the Sea-Bed and the Ocean Floor and in the Subsoil Thereof (also known as the Seabed Arms Control Treaty), etc. In the period from 1987 to 1989, he acted as Representative of the USSR to the Conference on Disarmament. Also, he negotiated the draft of the Chemical Weapons Convention. Ambassador Nazarkin was a head of the delegation of the USSR during the US-Soviet negotiations leading to the conclusion of the 1991 Strategic Arms Reduction Treaty (START-1 Treaty). In 1992-1995, Yuri Nazarkin served as Deputy Chairman of the Security Council of the Russian Federation. Since 1996, after retiring, he has been engaged in teaching activities: currently he is a Professor and Honorary Doctor (honoris causa) at the Geneva School of Diplomacy and International Relations; he also was a Professor at the Geneva Centre for Security Policy (GCSP). Ambassador Nazarkin was an honorary member of the Centre russe d'etudes politiques (2006-2021). A member of PIR Center’s Advisory Board since 2021.

Biography :

Candidate of Historical Sciences. He retired from the Russian Army in 1993. From 1993-1997, Trenin held posts as a Senior Research Fellow at the NATO Defense College in Rome and a Senior Research Fellow at the Institute of Europe in Moscow. He served in the Soviet and Russian armed forces from 1972 to 1993, including experience working as a liaison officer in the External Relations Branch of the Group of Soviet Forces (stationed in Potsdam) and as a staff member of the delegation to the U.S.-Soviet nuclear arms talks in Geneva from 1985 to 1991. He also taught at the war studies department of the Military Institute from 1986 to 1993. Dmitry Trenin received his Ph.D. from the Institute of the USA and Canada in 1984. Professor, honoured jurist of the Russian Federation. Born in 1955, graduated from MGIMO in 1977, from Harvard Law School in 1994. Judge Bakhtiyar Tuzmukhamedov was Counsellor of the Court, Constitutional Court of the Russian Federation. Worked as Professor of International Law at the Diplomatic Academy in Moscow of the Russian Foreign Ministry until his appointment  in 2009 as judge of the Tribunal. Dr. Tuzmukhamedov is a Vice-President of the Russian Association of International Law, Deputy Editor-in-Chief of Moscow Journal of International Law, member of the International Humanitarian Law Institute Council. Earlier he acted as a speaker of The Committee on Arms Control and Disarmament Law of the International Law Association and bacame a member of the Editorial Board, International Review of the Red Cross. Mikhail is an experienced attorney and specialist in the field of information security. He is the  PayPal IRM Director, earlier - vice president of the Mail.ru Group and previously served as president of the Coordination Center of the Russian Top-Level Domain (RU), DST Advisors Managing Director. Mikhail focuses on information rights issues, including access to information. He has co-authored the drafts of most of Russia's legislation on information technology. Previously, he was employed at Microsoft Russia, where he was responsible for the corporation's cooperation with governmental authorities in Russia and other CIS states. Mikhail represented the Russian Federation in the G8 working group on legal issues, and in 2004, he was a member of the working group on Internet governance established by the U.N. Secretary-General. Mikhail served as the Chair of PIR Center's Working Group on International Information Security and Global Internet Governance under the Center's Advisory Board in 2012-2014.
