The PIR Center team has completed the basic cycle of the work on the systematization and the inventory preparation of the Archive of Ambassador Extraordinary and Plenipotentiary Roland M. Timerbaev. Being a source of experience and wisdom, the Archive was previously submitted to PIR Center by the son of a diplomat.

The article is devoted to the role of Congress in the development and adoption of policy decisions on arms control. The author analyzes the difference in the positions of the two parties on the issues of the New Start and the INF Treaty, noting that despite the inter-party contradictions, the tug-of-war with the president, and the limited influence of the Congress on the development of the foreign policy course, the Congress is able to slowly, but direct this course in the right direction with the help of existing levers of pressure.

International Summer School on Global Security 2008

2008_1.jpgFrom June, 29  to  July, 12, 2008 the Eighth International Summer School on Global Security was held . The main goal of the program was to expand the understanding of young experts on contemporary challenges and threats to international security and ways to find solutions.

During the first week the issues of regional security were discussed (Europe, Central Asia, the Black Sea and the Caspian region, the Middle East), as well as energy, environment, water, information, demographic and migration security issues, international crime, drug trafficking and other up-to-date challenges to global security.

2008_2.jpgThe second week of the course included lectures and seminars devoted to a detailed study of nonproliferation issues and arms control. Special attention was focused on the issues related to the international nonproliferation regime and possible scenarios of it's improvement; regional challenges to the nonproliferation regime (North Korea, Iran) and the role of international institutions in settling nonproliferation issues.

2008_3.jpgMore than 160 applications from 47 cities in 12 countries of the CIS were sent to PIR Center in 2008. As a result 26 young experts were approved - representatives of the ministries of foreign affairs and defense, the staff of research organizations, and graduate students of universities and academic institutions.
