This research paper explores the Middle Eastern energy demand, carefully analyzing the factors that have led the regional countries to a decision to develop the nuclear industry. The paper sheds light on the advantages and disadvantages of various nuclear suppliers, including the Russian Federation. That makes the paper a matter of interest for nuclear energy specialists, policymakers, and a broad audience. It could also be useful research to read amid the upcoming Tenth Nuclear Non-proliferation Treaty (NPT) Review Conference.

On Tuesday, December 7, a video call took place between Russian President Vladimir Putin and US President Joseph Biden. The meeting comes at a difficult, yet interesting and eventful period in bilateral relations. In recent weeks, the Russian-American agenda has combined elements of tension and hostility with a glimmer of hope. On the one hand, Russia has faced accusations of seeking to escalate the situation in Ukraine, which have been accompanied by a major campaign in the American media and threats of new sanctions. On the other hand, some of the most recent signals contain potential solutions to the problems of the Russian-American dialogue, including in the field of arms control.

On November 25, PIR Center held the new Midweek Brainstorming session on the topic "State-level Concept and Politicization of the IAEA Safeguards System". Savva Nikulin, student of the Dual Degree M.A. Program Global Security, Nuclear Policy, WMD Nonproliferation (MGIMO University, MIIS, and PIR Center) presented for further discussion his report prepared within the internship at PIR Center. 

PIR Center President's Memo from August 31, 2014

31 August, 2014, Moscow. PIR PRESS. Earlier today, PIR Center's President Dr. Vladimir A. Orlov sent a memo to PIR Center's staff, alimni, and friends, informing them about his decision to conclude his duties as PIR Center's CEO. The key points of this memo follow:

"Some changes in PIR Center’s leadership will become effective as soon as September 1.

"This, however, will be a gradual procedure to provide the smoothest transition possible, to be fully completed only in six months from now. Even then, it is my intention to keep my positions at PIR Center's Executive Board and journal's Editorial Board, if not objected by other Board members, as well at the Trialogue Club International. It will be up to the Board to shape the details of this transition procedure, and I am committed to start working as soon as today together with other Board members on it, providing my recommendations and sharing my experience.

"It is in my plans that this transition period, when completed, should be followed by my fixed-term consultancy position with PIR Center on a specific project and a sabbatical.

"My decision is not spontaneous indeed and is largely explained by a simple fact that I spent twenty years - and already more than twenty years… that is two decades of my life - devoted to one organization, PIR. Being the "founding father" brings certain privileges, but also a risk of repeating yourself. I have always seen PIR development as my responsibility, but never as a life-long commitment. Now, when PIR has matured and got worldwide recognition and unquestionably high reputation, it is time for me to go further.   

"In a month from now, on October 4, all friends and alumni of PIR Center will have an opportunity to celebrate its 20th anniversary at a special ceremony in Moscow. I will be more than happy if, in the coming six months of transition, we will combine the festive mood with the business-as-usual mode, looking creatively into the future. I am grateful to those friends who have expressed their understanding of my decision and have provided strong commitment and support to PIR Center’s young and energetic team. This team deserves to be trusted and supported. It is this young team that is the source of PIR Center’s further creativity, dynamism, and development.
