On November 22, H.E. Deputy Foreign Affairs Minister of the Russian Federation Sergey Ryabkov took part in a meeting with the students of the International Dual-Degree MA Program Global Security, Nuclear Policy, and WMD Nonproliferation (MGIMO-MIIS-PIR Center) and PIR Center junior research fellows.

On November 18, PIR Center held the new Midweek Brainstorming session on the topic «Coalitions within the NPT Review Process: historical background and prospects of the X NPT Review Conference». Konstantin Larionov, student of the Dual Degree M.A. Program Global Security, Nuclear Policy, WMD Nonproliferation (MGIMO University, MIIS, and PIR Center) presented for further discussion his report prepared within the internship at PIR Center.

The Nuclear Suppliers Group: Why and How It Was Created,1974-1978. (2000)

_27.gifThis book is part of the PIR research project «Sensitive Exports and Export Control in Russia» implemented by the Center since 1997. The book contains a variety of new facts concerning the history of the Nuclear Suppliers Group, as well as gives a thorough analysis of certain unique documents. Amb. Timerbaev, Russia's top expert in the area of nuclear nonproliferation, focused in this work on the history of the NSG establishment, its key documents (above all, the Guidelines for Nuclear Transfers), and the problem of full-scope safeguards application. Particular emphasis has been placed on assessing Soviet legislation after the adoption of the Guidelines.

Author of the book - PIR Executive Council Chair and Senior Advisor Dr. Roland Timerbaev, Ambassador Extraordinary and Plenipotentiary (ret.). In 1974-1978, as a top-ranking member of the Soviet delegation, Roland Timerbaev participated in the negotiations to set up the NSG.
